Captain Michael Miller is a graduate of Ocean County Police Academy’s 65th class. He joined the Toms River Police Department in August 1995. Captain Miller is a Toms River Schools graduate. He received his Associates Degree in Criminal Justice from Ocean County College, Bachelors Degree in Criminal Justice from Richard Stockton College, and a Masters Degree in Criminal Justice from Monmouth University. Captain Miller has spent the majority of his career in the Patrol Division, having recently been placed in charge of the Administration Bureau.

Captain Miller served on the Emergency Services Unit (ESU) for 17 years performing duties as a sniper, chemical munitions operator, and less lethal operator. From August 2019 to December 2020 he was the ESU Commander. Additionally he is an instructor for firearms, chemical munitions, less lethal weapons, distraction devices, and ballistic shields. During his career Captain Miller has been a Field Training Officer, an Evidence Technician, and has been on the Color Guard Unit for 25 years, including as the Commander for over 10 years. Captain Miller retired in 2008 from the US Army Reserves after serving for 22 years; starting in the US Army, then the NJ National Guard, and finishing in the US Army Reserve.
